You can create multiple PAMM Manager Accounts.
You will have to apply for a PAMM Manager Account as many times as the number of accounts you wish to create.
However, that being said, there is no reason to have multiple PAMM Manager Accounts as Managers can create multiple offers under the same PAMM Manager Account.
